A chiasm is a literary structure where the words of the first section of a passage are repeated in reverse order in the second. The center of the chiasm is typically the climax of the passage. In Matthew 5:21-26, the center and climax is that the innocent brother is to take the initiative to go and be reconciled to the brother who has something against him (Matt 5:23-24).
